引进来、走出去、强平台……今年以来，面对纷繁复杂的国际经济形势，江苏始终坚定信心、保持定力、鼓足干劲，打出推进高水平对外开放“明牌”，为外资“加码”江苏赢先机，同时通过“全程相伴”的优质服务，护航企业积极开辟向外发展的“新航线”。

据商务部统计，上半年江苏实际使用外资131.2亿美元、规模继续保持全国首位，占全国比重18.7%，占比较去年同期提高0.4个百分点。

In the first half of this year, Jiangsu Province’s foreign direct investment (FDI) in actual use reached $13.12 billion, representing 18.7% of the national total, which was 0.4% higher than a year ago.

高质量外资“加入”，不断提升江苏贸易投资合作质量和水平，上半年江苏外资呈现出3个特点：首先，制造业外资稳步回升，实际使用外资50亿美元，占比提升3.8个百分点至38.1%；其次，高技术产业外资占比明显提升，实际使用外资63.7亿美元，占比提升13.1个百分点至48.6%；此外，重大项目加快落地，江苏87个项目列入全国重点外资项目清单，数量居全国前列，安米软磁材料、阿斯利康创新药等一批优质项目加快落地落户。

The FDI in Jiangsu showed three distinct characteristics.

Firstly, investment into manufacturing rebounded to $5 billion, making up 38.1% of the total FDI.

Secondly, the share of foreign investment in high-tech industries surged to $6.37 billion, accounting for 48.6% of the total.

Thirdly, Jiangsu made rapid progress in hosting major projects, with 87 projects recognized as national key foreign-invested projects, a leading figure nationally.

上半年，江苏出台进一步优化外商投资环境的若干措施，以保障外商投资企业国民待遇、持续加强外商投资保护、提高投资运营便利化水平、加大财税支持力度。

These achievements followed the implementation of multiple measures aimed at optimizing the environment for foreign investors. Measures included ensuring national treatment for foreign-invested enterprises, enhancing investment protection, facilitating operations, and increasing financial and tax support.

江苏境外园区稳步发展。目前，江苏在5个国家建有6家境外园区，入区企业360家，为当地创造就业岗位6万多个。

Jiangsu also made strides in developing overseas industrial parks. Currently, the province boasts six parks across five countries, hosting 360 enterprises and creating over 60,000 local jobs.

上半年，全省新增对外投资项目692个，同比增长22.3%；中方实际投资额39.7亿美元，同比增长31.2%。对外承包工程新签合同额40.4亿美元，同比增长35.4%；完成营业额32.6亿美元，同比增长23.4%。

在开发区建设方面，全省158家省级以上开发区创造了全省50%的经济总量，60%的固定资产投资，80%的实际使用外资和外贸进出口。

Furthermore, Jiangsu’s 158 development zones at the provincial level and above contributed to 50% of the province's total economic output, hosted 60% of the province’s fixed asset investment, and attracted 80% of the actual use of foreign investment and foreign trade.

江苏省商务厅统计数据显示，上半年，江苏自贸试验区完成外贸进出口2758亿元、同比增长32.9%，实际使用外资20.7亿美元、同比增长27.2%。

The Jiangsu Pilot Free Trade Zone, which consists of three areas in Nanjing, Suzhou and Lianyungang, reported imports and exports totaling 275.8 billion yuan inH1, up 32.9% year-on-year. The actual use of foreign investment increased by 27.2% year-on-year to $2.07 billion, according to the province’s Department of Commerce.

深化首创性路径探索，扩大自贸试验区能动性，是促进高水平制度型开放的前提条件，当前江苏自贸试验区制度型开放“38条”超2/3已经落地。聚焦货物贸易、服务贸易、数字贸易重点领域，江苏自贸试验区开展先行先试，研究制定自贸试验区数据跨境流动负面清单；推动苏州工业园区“苏数通”数据跨境公共服务平台正式上线；对标高标准国际经贸规则，以“边境后措施”为重点，围绕涉外法律服务等领域开展系统集成创新研究。

江苏省商务厅相关负责人表示，下半年将坚持以深化改革促进扩大开放，破除体制机制障碍，营造良好的营商环境，以建设具有世界聚合力的双向开放枢纽为牵引，塑造更高水平开放型经济新优势。
